Yes, the USSR had a budget completely in the black before Gorbachev lmao. It was not in debt before Gorbachev nuked the economy. The only Socialist state that largely lived off the IMF was Yugoslavia. The reason for Soviet Collapse was the state was set up structurally like a old Imperial Chinese bureaucratic dynasty run by scheming eunuchs and any checks and balances against corruption disappearing post-Stalin, to the point that literal every day life ran on bribes.
