Yes and the Pokemon universe is also basically a third world shithole where each region has practically no central government of any kind outside of an idle police force and a governing body for what are essentially overglorified cockfights. The Pokemon setting itself was inspired by Ken Sugimori and Satoshi Tajiri's experience growing up in 60s and 70s Japan, a period in which Japan was experiencing rapid modernization and technological development but where most people still nevertheless still lived in relatively shitty conditions compared to today where 10 year olds were unsupervised and roaming the streets dodging pedophiles
