They did have castration (of males and females) as a method of punishment in their law codes just like the Chinese.
Obviously can't say if that's the reason in particular, but they never made a system where doing it to yourself made sense. The point of eunuchs is simple. People who can do government-related work without having any chance of mixing with the royals and getting power through their bloodline.
Well in Japan, EVERYONE is (or claims to be) directly related to the royal family to hold any modicum of power. In such a system, the value of being related to the royal house is practically nill (everyone pretends to be and no one can tell), while at the same time if you are to hold any power at all, you yourself are already pretending to be related to them... so castrating oneself is just counter-productive "Oh yeah, I'm emeperor's cousin 10 times removed so let me cut my balls off just in case I spread emeperor's genes within emperor's family??"
