You need to have a strong shared civnat identity before diversity stops being a weakness and becomes a strength.

Of course two groups that oppose each other will have conflict. This doesn't mean the way the groups are arranged matters.
Racial diversity doesn't cause conflict. In fact there's never been race war. What causes conflict is NPC confusion.
