Depends on the girl and her preference, the length of the skirt, and the weather. In general wearing just underwear is the default/most common but wearing safety shorts is not rare at all either. Generally speaking though the longer the skirt the higher the chance of just underwear and the shorter the skirt the higher the chance of safety shorts. And then taking weather into account, cold weather most likely to wear safety shorts to keep you warm but hot weather most likely to wear just underwear to keep you cool. Then commando is the least common of the three options but not completely unheard of either. Predictably women are more likely to go commando under long skirts. Usually only literal whores go commando under short skirts. Most women don't wanna go commando in general though because a lot of them get vaginal discharge and underwear helps as a barrier with that.

My wife wears pretty short skirts and dresses (usually between slightly above the knee to mid-thigh length) and just underwear under them and I'm not complaining at all because I'm straight and it's hot and my wife is hot and has amazing legs and an amazing ass but I wonder why she doesn't just wear shorts underneath because when she does a lot of things in public (such as reaching for something high in the top shelf of the grocery store or something or bending down to put groceries in the car trunk) she makes me hold down her skirt so people don't see her underwear. Kinda seems like unnecessary trouble to not wear shorts at that point. What if I wasn't there to hold down her skirt?

This is going to be a pathetic reference but back when I was like 4 and I saw my mom getting dressed she just wore thongs under her skirts.
