I think that the threat of sexual assault and groping and harassment are the 'cost' of a believable ENF story. If a woman is naked in public for long enough, she will eventually get harassed (modestly-dressed women get harassed frequently enough anyway) and it starts to suspend disbelief that the vulnerability of being naked in public is never going to be exploited by at least one bystander.
If everybody is a perfect gentleman and her nudity is barely acknowledged or reacted to in anything but a casual manner, then it stops being ENF and starts being regular nudism, just with a girl who's reacting oddly.A girl walking around naked and never getting made fun of or harassed or getting her butt pinched is like a superhero show where the bad guys threaten to blow up the planet every episode: Eventually, the stakes are meaningless because you know the author is bluffing.I don't necessarily think that there should be gangbangs and ahegao fucking in an ENF story, but the author needs to convince the audience that there is a real threat of that sort of thing. Around the same time the reader is convinced she'll be fine, if not a little flustered, that's when the story ought to wrap up.

For a while now, I've been outlining a series about a girl who goes through a 'Sentenced to Nudity'-like ordeal, though rather than actually talking about her day to day life as an ENF I thought the series would start when she finally gets her clothes back and then it would deal with the consequences (professional, scholastic, social) of her having spent a year naked while trying to readjust to a clothed life.
