This path has formed in my yard over the last 6 months. Undesirable individuals and packs are using it and leaving rubbish. They also make a lot of noise late at night. How do I stop this invasive behavior? Can't do a fence per HOA.

Take two I-beams. Weld into cross. Lay perforated brass tube on cross. Cover it in a layer of mineral wool. Attach solid fuel tube to open end of perforated tube and form a preheat loop. Wrap with mineral fiber string so everytjing stays in place. Errect in yard. Use fuel pump to supply whatever fuel you have. Light.

Just another reason why corner lots suck. They're great locations for gas stations in commercial areas but in residential areas, your yard is under constant assault. Even with a fence, people will want to put up yard sale signs and ads for their lawn mowing business. Plus if there are sidewalks, they take up right of way on two sides of your property instead of just one.

Bring this photo, and any sec cam footage of the tweakers, to the HOA rep. Explain you are trying to keep your lawn in good order and are stuck due to the fencing limitation. Ask if you could get an exemption due to being on a high traffic corner lot, either for a low fence (just enough to make it obviously trespassing to cross over it) or for a low hedge.
If they turn it down, write a letter to the local paper complaining that your HOA is abbetting drug addicts and damaging property values. HOA people are all about status, they'll bend over backwards if they start getting bad press in the boomer pages.

OP: to prevent undesirables from crossing your property, you will physically have to block it off and then protect it. I recommend building at least an 8ft tall see-through metal fence with 2ft deep footings all the way around. Then get 2 of these (they’re much better with st least 1 other dog) and pay the money to make sure they’re well-trained. They get through the fence every time so you have to convince them to stay.The fence easily delineates public property and the dogs make sure the public respects it.

Tr an array of ultra bright, blinding, say 4300-5000K LED floodlights to absolutely shock the shit out of the night gaunts. You could use a photoelectric beam + a timer to enforce it the moment somebody walks on it. Consider also adding a white noise generator or warning tone that would add to the shock but not wake you up every time some asshole trips it (parabolic speaker can help with this and it's less likely to wake you up if you use blockout shutters).
You may also be able to use fiberoptics as a perimeter sensor (its not as expensive as it sounds, but may require some arduino magic).

This kind of design is a big part of our jobs.A fence or low hedge is the most obvious choice, low hedge are effective because they're wide. If people can't step over them and would have to jump, they're likely to go around. For these kinds is hedges you want something which shoots, because small holes render these hedges ineffective very quickly.Next step up, medium, high hedge. High fence. Screening hedge.Wierd options, irrigated gullies. Like a moat but only mud. Just a ditch which is always wet. Depending on climate this can be very effective and have less visual impact than a vertical barrier.There's soft radial barriers, lines of ornamental grass. You see these a lot on commercial plantings, especially corners of garden beds and open areas the owner might use by not want people to cut through.
Another odd choice is a blind angle. People are generally reluctant to trespass if they can't work out if anyone is present. So a fence coming off the corner of the house for instance would mean someone walking past couldn't tell if you were behind the fence or not. You could ambush them. Similarly if people can't see across an open space, they are unlikely to cut through it, because they're unsure if they can actually get through or if there will be someone on the other side.Developers often put up a star picket fence with three lines of wire. Just to make it clear that it's trespassing to enter, and a camera on a pole. Because often, trespassers will be going to, or fleeing from a crime scene. So putting cameras up in these kinds of spaces is a strong deterrent to crime in the area.

Depending on where you live, put up "Trespassers will Be Shot".
Oregonian here. Shot three people coming onto my land. First time went to court, had to spend a few days in jail, but was released. All Charges of not guilty and even reimbursed for my time. My work didn't believe me, but they let me have my PTO, and that to was reimbursed when I showed them my court records.
Second time I shot someone, went to court, no jail time, but Judge was pressing for excessive force. I have 13 Trespassers will be shot signs, and I didn't aim for head or body. The reason being was the person was 17 years old. Court ruled in my favor, but was told I need to have more signs and a better security system.
Spend 15k to install lights for signs, a gate, with no fence, and paid for a small alert system to my local police.
Shot another person, went to court and the judge ruled in my favor. Even stating, "You've been here far to often and you bring proof you give warnings to any trespassers. Hopefully they will think twice before using your yard as a road." Spent less than 24 hours in court and went home.
Now everyone avoids my home. The USPS also left me a note stating I have to pick up my mail from the post office from now on.
Love living in Oregon so I don't have to put up with what you have to put up with.
Final note. All three of them are crippled now, but I didn't use excessive force. Also sent two people to jail for harassment and death threats. When mailing someone a threat, don't put your address and name on the letter.
