Wasn't it because for the longest time there was a comics code authority or something that heavily restricted what was presented in comics media, and it borderlined on propaganda. Then things like pulp fiction and pulp literature slowly tried to spring out from the side lines of the restrictive media authority. It also doesn't help that the general perception of the audience in the west views comics and animation as almost wholly reserved for children. Despite attempts at expanding past those limitations, status quo and preconceived notions.

Comics are for children despite their main consumers being boomers and middle age adults. Adult animation is still seen as something for children despite their adamant claim it's for sophisticated adults. Superhero movies is the only thing in the medium that have success but even that's not guarantee.

It seems to me that graphic sex in western comics is only allowed in stuff that depicts it neurotically or "honeslly", or in erotic and porn comics. Everything else is considered as "a child might read it" because it's about superpowers and childish shit like that. For the record, I don't like it to be this way. I am a manchild, and I want titties in my KAPOW! comics.

I started reading comics after I was used to manga and I was surprised with how tame most comics are. Even some of the old Tezuka stuff from the 60s has more graphic violence than any western comic up to the 90s which was when publishers grew a pair and gore became common. I am reading the old marvel G.I Joe and even though I find the writing exceptional for something made to be a toy commercial I scratch my head every time there's an obvious scene where they avoid showing blood and people getting shot to death.

Because Americans absolutely fucked over their comic industry by making it next to impossible to publish anything other than capeshit comics. Before the comics code, you had detective comics, romance comics, horror comics and much more. That’s not even mentioning the whole convoluted storylines from different people.Basically, America created the conditions for Manga to come along and eat its lunch.
