These statements would all be true if not for the fact Tomoko is a fictional 2D girl drawn to be as appealing as possible while still visually conveying the archetype of a recluse girl. Sure, it'd take a lot of effort to have your hair look like hers in real life (cosplayers seem to have a lot of trouble doing that), but that's irrelevant in fiction, and the intent of it looking unkempt is clear as day when you compare it to other girls's. The idea of her carefully styling her hair to look the way it does is frankly less believable than the idea of her washing it with soap, even if both are dumb.
