Maybe someone here can offer some advice
My neighbor spends most of her day zonked out on prescribed opiates. The little welfare money she gets, she spends on feeding dozens of stray cats. These cats shit everywhere. If I scoop the shit in my backyard, the next day there will be 8-12 fresh piles of shit. Much of this shit is soft diarrhea. In summer, there are clouds of flies that can only be described as biblical. The stench of cat shit and rotting wet cat food is overwhelming on warms days. I have tried sprays, chemical deterrents, scented oils, and sonic deterrents. The sonic deterrents are marginally effective, but they torment My other neighbors dog(who they clean up after responsibly). One or more of the cats are sick, and dribbles diarrhea across my porch and the sidewalk in front of my house.
I have a toddler and a pregnant wife. At this point, the cats are a major sanitary issue. The city and animal control will do nothing.
We live in town, so I can't just start blasting them.

Fences. Build fences to keep them out. Make sure they are all neutered as well.

Cats are dumb as fuck and easily fall for (non-lethal) trapdoor pitfalls, much like the mice they hunt. Collect boxes of cats and dump them somewhere else that accepts cats.

Concentrated capsaicin. On the ground. Everywhere. Mix it with canned salmon, then put clean salmon on top. Make them hate life and they will leave. Follow up with coyote urine.
