Cats are difficult to track without radio tags and ownership is more nebulous.Personally I think they should just charge everyone a errant cat visits. Because why not? You feed it, you own it.

it's more socially acceptable to shove a cat inside all day long than a dog (except in english speaking countries, they love neglecting their pets) so there's more people who realise they don't actually want their cat

Feral dogs are dangerous and get removed before large populations form because first world people see a problem and remove it rather than waiting for someone else to do it for them.
Cat colonies are left alone for the most part because they're not very dangerous to people.
